The Rantasalmi 2040 dataset contains results from a Delphi study where 65 experts evaluated future development directions for Rantasalmi municipality until 2040. The study analyzed 10 scenarios across three rounds in August 2025, using a 7-point Likert scale to assess probability and desirability.
The dataset comprises quantitative values (means, priorities, standard deviations) and 373 qualitative comments (88,000 characters). Participants represented nine stakeholder groups: residents, businesses, youth, elected officials, potential movers, tourists, seasonal residents, municipal employees, and other stakeholders.
The study aimed to support Rantasalmi’s municipal strategy by providing research-based information on future development directions. Key themes addressed municipal financing, urbanization, service production, natural resources, multi-local living, social innovations, sustainability, internationalization, virtual citizenship, and participation.
Limitations include the 15-year forecast period and local focus. Quality is high: 71-77% response rate per thesis and exceptionally active commenting (70-83%).
The data supports strategic planning, policy development, and academic research on rural municipality futures, participatory governance, and Delphi methodology applications in local government contexts. Only in Finnish.
