From the dataset abstract

The building prohibitions dataset is a thematic map compiled by the City Survey Services of the City of Helsinki’s Urban Environment Division on the city’s existing building prohibition areas.

An area or property may be subject to a building prohibition for the purpose of preparing, modifying or continuing the design of a detail or master plan. As a result of the organisational change of the City of Helsinki, building prohibitions have been determined by the Urban Environment Committee since 1 June 2017. Prior to this, building prohibitions were determined by the City Council.

The data is available for download in several formats, including JSON, KML, CSV, Esri Shape, and XML. Available formats can always be found under OutputFormat in the GetCapabilities query for the service.

The data is maintained by Urban environment Division of Helsinki, City Survey Services
