Comparison of social welfare for the disabled in the six largest cities

The number of clients, services and costs of disability services in the six largest cities in Finland in 2004-2021.

From 2017 onwards, the dataset has been combined with a comparison of services for persons with intellectual disabilities.

The dataset includes information on services for persons with disabilities under the Act on Special Care for Persons with Intellectual Disabilities (519/1977) and the Disability Services Act (380/1987) in the six largest cities in Finland. Persons with intellectual disabilities can also receive services organised by the municipality on the basis of other primary laws, such as the Social Welfare Act (1301/2014). As a rule, the data does not contain information about the services granted on the basis of these other primary laws. The exception to this is the data on transport services, which also include transport services in accordance with the Social Welfare Act. In addition, the data for Turku included services in accordance with the Social Welfare Act. Services for persons with intellectual disabilities are also granted on the basis of the Disability Services Act (380/1987), and these services are included in the data in the disability services section. The agreed definitions for data collection can be found on the tabs in the file. The services included are personal assistance, open care services (transport services, housing support services and work and day activities), 24-hour housing services, family care for persons with intellectual disabilities and institutional care for persons with intellectual disabilities.

The Six Cities comprise the six largest cities in Finland by population. In the order of population, the Six Cities are Helsinki, Espoo, Tampere, Vantaa, Oulu and Turku. The Kuusikko working groups compare the health and social services, employment services and early childhood education services in the cities. The data on customer numbers, services, personnel and costs are mainly compiled from the municipalities’ own information systems and financial statements. Experts from the cities agree on the most uniform definitions for data collection and implement the data collection in practice.
