Reforming the governance system of Helsinki survey results

The dataset includes the answers to the online survey about reforming the governance system of Helsinki. The brainstorming survey was conducted by the City of Helsinki online between 31 August and 21 September 2015. The survey was open to all. Responses were sought from residents, representatives of various stakeholders and city staff. The feedback given in the brainstorming session will be used in reforming the governance system.

The report on the online brainstorming session was published as an annex to the agenda of the Management Sub-Committee meeting on 5 October 2015 (Johtamisuudistuksen vuorovaikutus raportti 28092015.pdf).

The dataset was collected through a virtual brainstorming session by Fountain Park. 755 people participated in the online brainstorming session, and about 40 responses were received on paper forms.

The dataset is divided onto three tabs: the first tab contains the answers to the first and fourth stages of the survey, the second tab contains the answers to the second stage, and the third tab contains the answers to the third stage.

Stage 1:

The respondents were asked to provide ideas on three topics: “How should services be directed and organised in the future?”, “How would you like to be involved in the planning and decision-making of the City of Helsinki?” and “How should the city be managed?”. To assist in coming up with ideas, the site included visual stimuli with related perspectives that helped the participant to think about the topic more broadly.

In the dataset, the answers in

  • columns “2 : Lyhyt vastaus” and “2 : Pitkä vastaus” answer the question “How should services be directed and organised in the future?”
  • columns “3 : Lyhyt vastaus” and “3 : Pitkä vastaus” answer the question “How would you like to be involved in the planning and decision-making of the City of Helsinki?”
  • columns “4 : Lyhyt vastaus” and “4 : Pitkä vastaus” answer the question “How should the city be managed?”

Stage 2:

A random database sample (26 pcs) of ideas suggested by others was selected for the respondent in the so-called dartboard view, in which the respondent was able to transfer the most important ideas to the centre of the dartboard. The value of the idea in the centre was 100, and the value decreased the further the idea was set from the centre.

Stage 3:

The respondent was able to justify the three most important things (the three things that were closest to the centre of the dartboard).

Stage 4

The respondent was asked to click on the one of the five faces that best reflects the respondent’s feeling about the opportunities for Helsinki residents to participate. The answers can be found on the first tab as follows: The answers in column “Kuvataulu sivulla 7” are related to the answer options 1 = Very satisfied 2 = Satisfied 3 = Neutral/uncertain 4 = Disappointed 5 = Angry The answers in column “8: 1. Miksi valitsit juuri tämän kuvan?” justify the above-mentioned number selection.
